...When you're thirsty?
I normally only drink water if I feel thirsty but don't want to eat a meal. If I'm thirsty and hungry, then my meal should satiate my thirst (fruits and vegetables are mostly water). Therefore, I normally don't drink water before or after a meal.
However if you feel its necessary to drink water, its not a big deal. There are way bigger issues to tackle, imo. But I've heard half an hour before/after eating is a good buffer time to avoid diluting the digestive juices.
Drink water whenever you feel thirsty! Do not deny yourself anything if your body is telling you that it wants it. However i have also heard that it is optimal not to drink when you are eating meals because it harms your digestion.
