Can you soak dehydrated coconut and use it in recipes that call for fresh coconut? Has anyone tried this before and did it work?

I did soak dehydrated coconut once and then make coconut milk with it, it came out good. Have you ever tried the raw coconut powder? My boyfriend made a smoothie with it and said it was even better than almond milk. Possibly that may be a substitution for fresh.
