Hey, well she wont need any cooking utensils. The best idea to start is focus on the majority of caloric intake being from fruits, vegetables, nuts, seeds, seaweed.
Being that you say shes broke she will have to shop wisely when buying produce as it can be much more expensive than buying packaged microwave meals etc.

Oh, did I forget to mention that she's a very picky eater. Doesn't really like to try new things. She thinks all she's going to eat is plain salad and fruit.
Any recommendations for a picky eater?

You can make gourmet raw recipes this site has a wealth of them on the main page, you should tell her to check them out:).
I would get her a blender to make smoothies. Send her some protein powder and she can mix frozen fruit and bananas (from the cafeteria maybe) and make smoothies.
